NEW RICHMOND, OH — January 5, 2026 — Small Town Adult Day Services Celebrates Ribbon Cutting in New Richmond

Small Town Adult Day Services marked a major milestone with a ribbon-cutting ceremony to celebrate the completion of its new facility. Founded by Chris and Carla Pennington, the organization aims to provide a vital resource for local seniors, offering a comprehensive alternative to traditional facility-based care by supporting those who wish to age in place.

A Vision for Community-Based Care
The project was born from the Penningtons' experience operating a home health business, where they recognized a gap in long-term support for seniors who are no longer in need of acute medical care but still require daily interaction and assistance.

"We are hopeful that this will make a real difference in people's lives and they will be able to stay in their homes longer and not be forced into a facility setting," said co-owner Carla Pennington. The center is designed to be a low-cost option, ensuring families do not have to liquidate assets to receive the help they need.

Addressing Community Needs
During the ceremony, local leaders highlighted the critical void being filled by the center. Kristine West-Kahl, Ambassador Team Chair for the Clermont Chamber of Commerce, noted that as people age, the community often forgets about the changes and challenges they face, making these new services essential. The facility is intended to provide a place for interaction, activities, and structured daily support for those who want to remain in their homes.

Comprehensive Service Models
Program Director Destiny Perkins highlighted that the center will provide both social and medical models of care:

  • Social Model: This includes leisure visits, therapeutic activities, and a wide variety of educational options.
  • Medical Model: Professional services will include field nursing, physical therapy, occupational therapy, speech therapy, and social work.
  • Personalized Support: The facility is also equipped to assist with bathing, which the team identified as a major challenge for many families.

The team—including Activity Director Neysa Beckler, Office Manager Kelly Robinson, Speech Language Pathologist Cherry Thompson, and Registered Nurse Raven Hammond—aims to address the needs of the "whole person" by performing essential services that support both the individual and their family.

Distinguished Recognition and Community Support
The event drew significant support from local, state, and federal leadership. The Clermont Chamber of Commerce was represented by President and CEO Joy Lytle, alongside a full team of directors and ambassadors. Additionally, the Clermont County Board of Commissioners showed their support with the attendance of Commissioners David Painter and Bonnie Batchler.

The milestone was also formally recognized by:

  • Federal Recognition: Joseph Abner, Deputy District Director for Congressman David Taylor, presented an accommodation noting the organization's commitment to enhancing the quality of life for older adults.
  • State Proclamation: Derek Chancellor, Regional Director for Senator Jon Husted, presented a proclamation honoring the achievement.
  • Industry Advocacy: LeadingAge Ohio was in attendance to celebrate the expansion of adult day services in the region, highlighting the facility’s role in the statewide continuum of care for older Ohioans.

At the heart of this new venture is a dedicated family. Celebrating the milestone alongside the Penningtons were their children, parents, and extended family members who have supported the couple's vision from the beginning.
